Chancellor, Acquisition Academy, Department of Veterans Affairs

Lisa Doyle has over 28 years of experience as an acquisition professional in federal service and private industry. Currently, Lisa serves as Chancellor of the Department of Veterans Affairs (VA) Acquisition Academy, located in Frederick, MD. In this capacity, she fosters and promotes the development of VA acquisition professionals. As head of the Academy, which includes the prestigious Acquisition Intern Program, Lisa formulates and delivers the strategies needed to develop acquisition business advisors. She is responsible for training the VA acquisition workforce by instilling essential competencies and skills, establishing career development programs, and developing meaningful experiential learning
opportunities.

From 2002 through 2008, Lisa served as an Executive Director at Acquisition Solutions, Inc., where she directed the Acquisition Solutions Training Institute. In this role, Lisa built a high-quality training program designed to develop exceptional federal acquisition professionals capable of leading successful projects.  This premier training curriculum helped government agencies transform their acquisition practices and become change agents to improve acquisition results.

Prior to her time in private industry, Lisa spent 22 years in federal acquisition, capped by her experiences at Department of Commerce headquarters, where she served as Deputy Senior Procurement Executive, Director of Acquisition Policy and Programs, Director of Acquisition Services, Head of the Contracts
Office, and Chief of Acquisition Policy. Earlier, Lisa served as a senior acquisition official at the National Institute of Standards and Technology (NIST), in Gaithersburg, MD, as Supervisory Contracting Officer and Team Leader in the Acquisition and Assistance Division. She also served NIST as Supervisory Grants Officer and Team Leader, supporting the Advanced Technology Program. Lisa spent the first 16 years of her career with the Department of Defense, where she began as a procurement intern. She progressed through the contracting career field, ultimately assuming the duties and responsibilities as a Contracting Officer at the U.S. Army Medical Research and Materiel Command. Lisa was awarded the Department of the Army Achievement Medal for Civilian Service in 1995 for her outstanding work in re-engineering the U.S. Army Medical Research Acquisition Activity's source selection and evaluation process.

Lisa holds a Masters Degree in Business Administration from Hood College and a Bachelor of Science Degree in Business Management from the University of Maryland. She is a graduate of the Excellence in Government Fellows Program sponsored by the Council for Excellence in Government, and continues as a
Senior Fellow in their program. She is also a graduate of the Federal Executive Institute's premier Leadership for a Democratic Society Program offered by the U.S. Office of Personnel Management.
