Approaching test development is somewhat analogous to building a house. Inadequate effort in pre-construction planning can result in a product that does not serve the intended purpose, exceeds budgetary constraints, and is irrelevant to the targeted population. This session covers some of the issues critical to ensuring a solid foundation for test construction that should be addressed at the outset of any test development project. Topics include the following: (1) defining test purpose; (2) identifying test development resources; and (3) identifying the content domain of interest.
